US lawmakers are working through the weekend for the initial time since the government shutdown began more than a month ago, but expectations for a cross-party deal on how to resolve the standoff appeared to recede as Republican senators proposed a proposal toxic to Democrats: scrapping the ACA, known as Obamacare.
Deepening Impact of Federal Closure
The effect on Americans from the lengthiest closure of the US government in history worsened on Saturday, as federal workers went without pay, airlines were compelled to cancel flights and SNAP benefits have been delayed for 42 million Americans.
President's Proposal from Florida Resort
As weekend meeting got started, Republican senators welcomed a proposal made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be replaced by HSA-style accounts.
"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
Republican Endorsement
Several Republican senators praised the plan, which is similar to a alternative for Obamacare proposed in 2017.
"We will replace this broken system with something that is truly better for the consumer," one senator said.
Another senator praised Trump's proposal on online platforms, and displayed a giant blow-up of Trump's post as he addressed on the Senate floor.
"I am drafting the bill right now," a third senator posted in response to Trump's suggestion. "We need to stop public funds from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the health care they want."
Opposition Reaction
Democratic lawmakers expressed concerned responses to Trump's proposal.
"Essentially, Donald Trump's 'concept of a plan' for health care is another calculated attempt to repeal Obamacare," one Democratic senator commented. "It's the same unsuccessful Republican plan that's been defeated by the public and Congress."
Another senator reacted to the criticism of carriers by posting: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are overcharging Americans. Seriously? Then I welcome your support for universal healthcare."
Ongoing Talks
The Senate went into recess without reaching a resolution, but Senate Republican leaders have indicated an willingness to an developing proposal from a handful of moderate Democrats to terminate the shutdown in return for a future vote on the Obamacare payments.
One Democratic senator, who is leading the talks among moderates, said that Democrats "need another way ahead" after Republicans turned down an proposal to reopen the government and extend the subsidies for a year.
Another senior Democratic senator persisted in maintaining that Republicans should accept a one-year extension of the payments before negotiating the future of the tax credits.
"Doing nothing is irresponsible because citizens will go bankrupt, people will become uninsured, people will get sicker," the senator said in a Senate address. "That is what will happen if this Congress does nothing."
Political Dynamics
None of the Republican senators seemed to grapple with the fact that patients would still need to buy plans from the same insurance companies, or that Republican legislators need the support of eight Democrats to reopen the government, and the concept of eliminating and replacing Obamacare with savings accounts is unlikely to earn a single Democratic vote.
Several analysts suggested that the essence of such a proposal would eliminate the ACA's requirement that carriers cover individuals with pre-existing conditions.
After his resort visit, Trump went back to his residence and reiterated on his demand that Republicans stop seeking compromise and try instead to eliminate and replace Obamacare with a version of the proposal that failed to garner enough backing in 2017.
